At the recent State of Unreal presentation, the small team at Neon Giant pulled back the curtain on how they are building one of the most densely detailed cyberpunk open worlds ever seen. Their upcoming game, No Law, is being crafted by a relatively tiny group of developers, a feat made possible by a custom workflow built on top of Unreal Engine 5.
The studio revealed that they are leveraging a full suite of UE5's most powerful features to achieve this density. Nanite allows them to import film-quality assets directly into the game without worrying about polygon budgets, filling every corner of the city with intricate machinery, cables, and structural details. Lumen provides dynamic, realistic lighting that reacts to the player's movement, making the neon signs and shadowy alleyways feel alive.
Perhaps the most significant tool is MegaLights, which lets the team place hundreds of dynamic light sources without the heavy performance cost. This is crucial for a cyberpunk setting, where every sign, window, and vehicle needs to cast its own glow. To populate this massive, detailed world, they are using the Mass Framework, a system designed to handle thousands of AI-driven characters and vehicles simultaneously. This allows the city to feel truly inhabited, with crowds moving and reacting in real time, all without overwhelming the hardware. The result, according to the team, is a world that feels less like a game level and more like a living, breathing metropolis.
